Per message, not per conversation. WhatsApp Business Platform charges when a message is delivered. The amount depends on the recipient market and whether the message is marketing, utility, authentication, or service.
Service messages are free. When a customer messages your business, WhatsApp opens a 24-hour customer service window. Replies sent as service messages during that window have no Meta charge.
Utility replies can be free too. Utility messages that a business sends in response to users are not charged by WhatsApp. Business-initiated utility templates still belong in the paid utility category.
Marketing is usually the highest paid category. Promotional templates, offers, newsletters, abandoned-cart campaigns, and retargeting messages usually cost more than transactional messages.
